MR. FISHER ON HIS SCHEME. ' By Tekeraph—Press Association—Copyright- . Melbourne, August 10. ■ In the federal Housd . of Representatives, Mr. Fisher. (Prime.Minister) moved the second reading of tho Australian Notes Bill. '.' He said the measu.roi wns not recommended for-money gain,': but to establish a paper' currency for the Commonwealth.. It was not proposed to deal with banking generally. .The time would come when-that question would be dealt with. It was'safe to deal in currency first; whether profitable or hot, the Government measure would still bo a. sound proposition. .Although he did not desire to cast doubt ont the stability of the banks, the Government proposal was much safer than the present ' system. Mr. Fisher, in concluding, recalled the financial panic of 1893. '' The Opposition condemned the measure on the ground.that no.valid reason had been shown for the change. They pointed out that the States would lose annually, from taxes on tho banks. ';.:'-, '•. The debate was adjourned.
