DRASTIC LAW PROPOSED. COUNCIL DEBATES OATHS BILL FURTHER BUDGET ANALYSIS . IN THE HOUSE. Tho Oaths Act passed its second reading in tho Legislative Council yesterday, and tho debate on the second reading of the Destitute Persons Bill was adjourned after an interesting speech by tho Hon. Dr. Findlay. I'resh energy was infused into tile Budget debate in tho House by speeches by the Hon. J. A. Millar (Minister for Railways), Mr. Herries, and the Hon. . James Carroll (Native Minister) which were delivered in the evening. Mr. Millar made an interesting comparison between the railway systems of New Zealand and Australia, with the .object of showing that New Zealand had not .much to learn from the Commonwealth in this d'espect, and Mr. Herries followed with some further comparisons between Now Zealand and Victoria; in which tho Victorian public was. shown to receive greater benefits. Mr. Herries also spoke in an enlightening manner on tho. Native land policy of tho Government, and the Native Minister replied in a speech of unusual i, vigour. The House adjourned at 11.45 p.m. till Tuesday next....
