AN INGENIOUS PROPOSAL. By Telegraph—Press Association-Copyrieht. : Stockholm, August 4. The Peace Conference held a singlo day's sitting, and carried a resolution condemning Austria's action with respect to the Balkans, and discussed the Finnish, Polish, Jewish, and Armenian problems. The Conference also approved a proposal by Dr. Richter, of the Sorbonne, Paris University, for fixing a day for all countries on which every man and woman would be asked to expend a penny in an automatic machine registering his or her vote in favour of peace or war.
