RESTRICTING PRIVATE ISSUES. By Telegraph—Press Association—Copyright. Melbourne, August 3. A. Bill making the issue of notes by a bank prohibitive was introduced in tho federal House of Representatives, and read a first time. It provides for a tax of 10 per centum each year on notes issued or re-issued.
