LORD KITCHENER'S SCHEME.
~■ "ANUNEASY FEELING." "There is an uneasy feeling," said Sir William Steward in the House of Reprelentatives "last evening, "that we are not going to get Lord Kitchener's report carried out in its entirety—that it is to , be departed- from, or modified, or interfered with some-way or other. If so, some of us fear that these departures or modifications may be fatal to efficiency. I feel satisfied that the House and the country endorse Lord •. Kitchener's recommendations, and desire them to be carried out in iheh entirety, and not spoiled by any tinkering or cutting down or interference that can by any possibility<■ be avoided."
