LAND BOARD.
MONTHLY MEETING.. On resuming yesterday the [ Land Board transacted the . undermentioned business. FORFEITURE' SUSPENDED. ■ Messrs: J. Keville and J. Killalea, licensees of Section 5, Block X, Makotuku, asked the board'to-reconsider its decision of July 1, to declare their in- .- terest in the section forfeited. Mr. E. Balcombe Brown appeared for Mr. J. Keville, and explained that'his client was a labouring man who had devoted himself almost entirely to improving the section. He had left it. at times, but only to earn money for this purpose • and for his support. He had lived in a' house only removed by the breadth of a road, from tjie, section. Money intended by him for the erection of a house he had been compelled to expend in grassing the section. j. ■. •' It was resolved to suspend gazetting ' the forfeiture pro tern., Mr. Keville to comply with the conditions, of the Act, , a j bond to this elfect, being duly supplied as promised. . TRANSFER AGREEMENTS. ; Mr. S. Jackson, lessee of Sections 16, VI, 28, 29, and 30, Marshall V.S., applied for exemption from residence until , next Christmas. —It was resolved to recommend same 'untier the circumstances, but to warn him that this might militate against him obtaining a transfer in.the future. . Mr. S. J.'Oiiff, lessee of Section 11, Block 111, Rangataua Township, applied for sis months' time in which to take up residence on the section. —It was resolved to'recommend that this be granted, but to warn him ■ that - this might militate against Him obtaininc a transfer in the future. . , . " Mr. R. Siglcy, lessee of Section 6, Block Vl,' Rangataua Township,' wrote stating that he had built his house on his adjoining section (freehold), within a, few feet of the boundary of Section 6.—lt was resolved to accept his.residence therein a? sufficient in the meantime. With reference to tlio proposed transfer of Sections' 17 and. 18, Block XVIII, Ohakune V.S., 1 acre 3 roods 20 perches, from Mr.W. J. Nixo'n'to Mr.' T. A. Blythe, it was resolved to leavo the matter in the hands of the Commissioner. . Mr. G. Foster, lessee of Section 122, Block XIII, Belmont, wrote in reply to the board's notice with reference to his non-payment of arrears, and asked ' that the rental of. the section should be reduced, as' the section was not worth- tho amount at which it was valued.—Crown Lands Ranger to report. Mr. T. J. Patterson, lessee of Section 8, Ohakune V.S., 6 acres, wrote 'asking to be allowed to surrender his interest in -the lease, as he had to leave Ohakune.— It was resolved to forfeit.his interest for 1 failure to effect the necessary improvements and pay the rental in arrear. The Commissioner reported that Mr. F. A. Packer, lessee of. Section -la, Block 11, Mount Cerberus, had not replied to the board's notice calling upon aim to show cause'why his interest should.not be declared forfeited for nonpayment of rental due.—lt was resolved to postpone consideration until next meeting. With• reference to the, forfeiture of Miss C. Berthelsen's interest in Section 6, Block VIII,' Hunua, postponed from last meeting, it was resolved to decline any application to transfer,. but time will be given to effect the required improvements and pay the-rental duo at present. The forfeiture to be rescinded when all conditions are complied with to date (Commissioner dissenting). .'-Mr. D. P. Snow applied to transferSection 8, Block VI, Rangataua Township, 1 rood, to Mr. H.'J. Hodgßon. ... A, report was received from the. Crown Lands Ranger, and it was resolved to recommend on usual conditions. A report was received from the Crown Lands Ranger on an application by Mr. A. Jarvio to transfer Section 60, Block XV,' Rangitoto, Ohakea Settlement, 10S acre's- 0 .roods 33 perches, to Mr. W. fiomes.—After full consideration' it was resolved to decline' .the application. ~..,-' - With: regard to the application', by Mr.' D. Crozier to transfer Section 35, , Block 111, Hautapu, 520 acres, to Mr. J, Transom, it was resolved to recommend same.. ' ".'/'"■■ . A report was received from the Crown Lands Ranger on Mr. Chas. M'Kinnon, jun.'s, application to transfer his sublease of Section 51, Block XIV, Ohinewairua, 200 acres, to Mr. J.. Webb.—lt was resolved to recommend the transfer; Mr. C R. M. Gorringe applied to transfer Sections. 18 and 17,' Blocks IV and VIII, Tiriraukawa, to." Mr. John Fitzgerald.-'-It was resolved, to recom- ' mend, subject; to .-the transfer of Mr. , Fitzgerald's present holdings, 8 and 9, '.. Block IV,, Puketoi, being first effected. Mr. G. Kilford, lessee of Section 4, Block XIV, Oroua,'. applied to. transfer to Mr. Arbuckle.—lt was'resolved to recommend when the transfer of present, holding is registered. Mr. W. Armstrong, lessee of Section 14. Block 111, Kaitieke, applied to trans- ' fer to Mr; H. Wood. It was resolved to postpone consideration pending receipt of -further, information as to the land to be given in exchange. . Mr. J. Ready, lessee of Section 8, Block'Vl, Tiriraukawa,'applied to transfer to Messrs. J. A report was received from the Crown Lands Ranger on an application from Mr. C. O'Hanlon fo sublet Section 5, Block IV< Tiriraukawa, ami Section 30, .Biock XVI,, Maungakaretu, to Mr. AV..-V. Renderson.—lt was resolved to recommend same on tho usual, conditions.
It was resolved .-to recommend that Mr. W. R. Godfrey, the owner of Sections 34, JJlock lII,' and Sections 7, 8 31a,; 30a, 2Sa, and 3, • Block IV, Mangaono, faegranted the fee simplo of the various small areas of Crown land. Also of, the road through said sections (after it is closed) at a price of £12 10s. per acre, on condition that he pays rental for past occupation of the areas since original purchase of adjoining lands, at tho rate of 5 per cent per annum on tljeir original value.*. Mr. Godfrey has effected improvements to the value of about £1850 on Crown land in front of Section 34. . It was resolved to approve of Sections 1, 2, 3, 4, 5, Hiwera Village, 5 acres, being offered fur lease by tender for a term of seven years under Suction 130 of The Laud Act, 1908. at an upset rent of 255., subject to three months notice of determination and to the usual conditions. It was resolved to approve of Section 13, .Block X, Mangaimi, beinf allotted to Mr. J: G. Bitch-held, licensee of adjoining Section 12, as second-class land, at the price of £2 us. per acre, weighted with £85 15s. for improvements. License to he subject to the condition that Mr. liitchfiold allows access through Section 13 or Section 12 to the Riariaki Block until such time as the roads are sufficiently advanced to enable tho settlers to reach their own holdings.
With reference, to the resolution of July 1, it was resolved -to approve of the price of Section 20,' Block XII, Kaitieke, being fixed at 355. per aero as second-class land.
It was resolved to .recommend for approval that Section 15, Block V, Hautapu, be rc-olfered under Part 111, of The Land Act, 1908, as first-class land, at the price of 15s. per acre after the cutting out for scenic purpose's of such an area as.the Commissioner may deem advisable.:.
. It Mvas resolved to recommend for approval that Mr. James T. Shears bo "ranted a provisional' license to occupy Section 28, Block 11, Hunua, 14 acres I rood, 19 perches, and Pt. 50, Manuiiui Village, 2 roods, for a term of three years, under Section 311 of The Land Act, 1908, as a site for brickmaking, at a rent to be fixed by Commissioner, subject to the usual conditions, to three months notice of determination. No compensation to bo payable for any improvements that may
be effected. Licensee to have his brickplant in continuous working operation within six months, excavations'to be made on a level, no unsight'y holes to be left on land comprised in license. '
Mr. Peters renewed his application ror a lease of the Crown land in southern portion of Waiouru. Township Reserve, which was declined by the board on July 1. It was resolved to postpone consideration until next meeting.
Mr. H. J. Poolp wrote, in reply to the board's notice,■ calling.upon him for an explanation as .to his non-rcsi r dence on Section 87, Block XV, Bel-, mont, Epuni Hamlet, stating that he would tako up his residence by the end of the year.—lt ..was resolved to. accept in tho meantime. ■ The Commissioner reported that Mr. A. C. Nicol, -the selector of Section 16, Block XlX,;Ohakune, V.S., 1 acre, owed three half-yearly instalments of rent 'and . his whereabouts was . unknownIt was resolved to declare ..his, interest forfeited. . . In reply to the board's notice calling upon him for an explanation as to his non-residence, Mr. A. M'Donald, the selector of Section 19, Block I, Kakahi V.S., 3 roods 8 perches, stated that he ivould be residing on the section by the end of this month.—lt. was resolved to accept in the. meantime. ■'■ Mr.- H. Bromley, the selector of Section 23, Block IX, Hunua North, Waimarino Improved Farm Block, 190 acres, wrote stating that he would not bo able to go .on the section this season owing to ill-health, and also asked for permission to let 50 acres of bush-fall-ing this season, as be is unablo to-dp the work himself.—lt was resolved to inform him that if his health, is ■ unsatisfactory, and he is personally unable to, carry out his improvements, it will be best to give up the section. The clerk of the Rangitikci County Council wrote advising that.£l 14s 9d was owing-for rates on forfeited Section 25, Block XIV, Ohinewairua, and asking that -the land be charged with.'this amount. Resolved to weight the sec-' tion with amount named. Mr. B. J. Dunn applied, to transfer Section 4, Block VII, Hunua, 704 acres, to Mr. C. D. Coupor. It was resolved to recommend subject to everything being in order. .- Mrs. A. E. Dunn applied to transier Section 5, Block VII, liunua, to L. E. Coupor. It was agreed to recommend subject to everything, being in order and required improvements- effected. George Harris applied for an. exten-. sion of time until .Oecembcf nexr. in which to build and reside on his Sections 2 and 3, Block X, Hangataua V.S., 2 acres. Approved. The ranger reported that, tho Rev. J. J. lVndra.v was not residing on his Section 31,'Mannmli V.S., but that he was str.tioned at Eketahuua, and -his married son was living on tho section. The selector applied for exemption from, residence for a time. -'. It was resolved that he should comply with,the Act.. The Rev. P. AY. Olarkson applied for permission to subdivide his holding, Lots 9, 10, and II of Section 24, Block XIV. Ohinewairua, Taihape V.S:, into twelve lots for the purpose of transferrin" the various subdivisions. It was resolved to obtain a report from tho Crown.Lands Ranger. • The ranger reported that Miss ill. O'Neill was not residing on her Section 1 Block IV, Waioakura, 1315 acres 3 roods S porches, lint' was living with her parents in Fcilding, where her father kept an hotel. It was resolved to call upon her to show cause why her inWest in the section should not bo forfeited at next meeting. The ranker reported that Mr. v.. O'Shea was not residing on his Section 2, Block 1, Hunua, 203 acres, m n bona-fi'de manner, ami it was resolved to call upon him to show cause why his interest should not be forfeited. Mrs. R. Brough applied lor a further extension of time until tho end of tho year in which to reside on Section 4. filuck XIV, Puknokahii, S?fi acres 1 rood as the bridge over the.Rangitjkoi River will not he completed until that d-ite It was resolved to grant him till January 1 nc::t to fulfil residential conditions. „ ~. ~ _ . .Mr. T. J. Whitta applied for six weeks' exemption from residence on his Section 11, Block I, Mount Orberus,. 200 acres, as he is suffering from r appendicitis and needs a rest. It was resolved to approve under the circumstances. ROYALTIES AND THIRDS. The Featherston County Council submitted proposals for Dm expenditure oi thirds accrued to April 30, 1910. The ranger's repoi't being favourable, the board approved the proposals. Amount approved, £114 10s. Id. Tuo Whejuiukura-Waitotara Road Board submitted proposals for the expenditure of thirds ovei accrued op sections in Wairoa S.D. Subject to the usual investigation by the ranger, the board approved the proposal. Amount approved, £36 12s. Od. . It was resolved to approve the expenditure of halves from timber royalties on Aorangi 3B Block (Eairanga County) being withheld for the pre-
sent, as it will be necessary to provide access to the > block in tho course of timo, and halves could then be spent advantageously on formation or metalling. Amount withheld, £103 lGs. 4d.
Tho AVaitotara County Council submitted proposals for the expenditure of over-accrued thirds. The ranger's report being, favourable, the board approved the proposals. Amount approved, £10G,75. lid.
With reference to Mr. W. H. Hick-loi-'s lease of S.G.R. SG and 87, Block XVI, Mangaono, which expires on August 31, 1911 (consideration of which was postponed, at last .meeting of the board), it was resolved to. recommend that the run bo resumed, tho valuation of improvements being £40.95 9s. (Mr. , Bllingham dissented.) With' reference to Mr. J. T. Dagg's lease of S.R.G. 93 and 94, Block IV, Kopuaranga, 914 acres, which will expire on' May 14, 1912, it was resolved to.postpone consideration, pending an inspection of tho land next summer.
With reference to Messrs. E. J. and J. Rose's lease of S.G.R. 107 and 108, Block VII, Ko'puaraiiDji, which will expire on May 12, 1912, it was resolved to recommend that it,be renewed on a valuation to be fixed later. .
An application by Mrs. B. Lmos (nee Foster) for the transfer of Section 7, Block 11, Kaitieke, to Mrs. S. Foster and Mr. W. H. Wisdom was approved. .
