At about half-past eleven Councillor Devine withdrew a. motion standing in his name on the order paper, understanding, as he afterwards explained, that no further business would be taken, and that the council would adjourn. Councillor Fletcher, however, proceeded to address the council in reference to. the motion next, in order on the paper. There being no longer a quorum present, tho council had perforce to adjourn. "I call that a shabby trick," remarked Councillor Fletcher.

In this way ho cannot be robbed of his meal, anil neither can the wind carry off half the chaff, as is not infrequently tho case when tho feed-bags are placed on the ground.
