EFFECTIVE VOICE FOR OVERSEA DOMINIONS. COLONIAL INSTITUTE ACTIVE. By Telograph-ProsE Association-Copyright. (Rec. July 28, 10 p.m.) London, July 28. The Council of the Colonial Institute has unanimously decided to ask Mr. Asquith, prior to the imperial Conference, to receive a deputation of Fellows of the Institute, urging that he should enable the Conference to discuss the closer constitutional union of tlie Empire in order to secure to the oversea Dominions a real and effective share in the privileges and responsibilities of Empire.
