Mr. Birrell, Chief Secretary for Ireland, in a speooh at the Eighty Club, pleaded for the granting of greater selfgovernment to Ireland, Scotland, Wales, and England. Federation, he added, might ripen sufficiently to admit the Dominions. This was true 1 Imperialism and common sense.
