In the House of Lords a debato took place oii the subject of the Territorial Axniy, On behalf of the Government it was contended that the force was continually progressing in cflicienc). Lord Esher, . permanent member of the Imperial' Defencc , Committee, declared that London had raised 83 per centum of its allocated number of Territorials, and was not likely to raise more. Ho did not believo the country would be able to increase the existing total, which was GOOO short of the standard. The Earl of Crowe (Secretary of Stato for the Colonies) said that expansion was possible if the country was prepared to spend more money.
