Mr. Asquith replied in the negative; The Imperial Government, lie spid, must remain responsible for the subjects submitted, just as the C-ioyernments of the Dominions were responsible for their resolutions. The subjects tfould be arranged, at a date allowing of a full circulation as between the Motherland and the Dominions. v
