. LABOUR COMMISSION'S REPORT. THE EFFECT OF TAItHTS. By Telegraph—Press Association—OoDyrieht (Rec. July 19, Lls a.m.)' London, July 18. The report- of- the Labour Party Trade Unionist Commission, which has been investigating the conditions in Germany, emphasises what it describes as the country's well-known acknowledged progress. It comments on the industrial and social discipline ana-organisation, which it regards as probably a large cause of the progress made. The cost of living is rising, and is attributed to general tariffs. The views of informants differed regarding the need of justification of tariffs, but the workers were practically unanimous in opposition thereto.
