Tho committeo of the National Sailors' and .Firemen's Union has asked the shipowners to co-operate in tho formation of a Conciliation Board to deal with various demands, including a sliding scale of wages, a uniform rate of wages to all ports, a minimum living wage, and the appointment of a seamen's representative to witness the signing of articles of agreement, in order to prevent disputes during a voyage.
