NAVIGATING OFFICERS' CERTIFICATES RESTORED. By Teleeraph-Press Association—Copyright (Rec. July 9,1.5 a.m.) Melbourne, July 8. As tho outcome of representations made to the Board of Trade, London, by the Imperial Merchant Service Guild, that as an act of clemency to mark tho King's accession the remainder of the period of suspension of the certificates of all navigating officers should bo remitted, the certificate >of Mr. Longmore, second officer 'of the Manapouri, who was suspended in consequence of his ship's collision with the tug Gratitude on March 23, will be restored.

Tho certificate of the mate of the Farina, wrecked off Fiji last year, will also bo restored.
