" UNAUTHORISED" EXPENDITURE.
KITCHENER'S VISIT COSTS £7961. Tho statement of the "unauthorised" expenditure of the Consolidated Fund for tho financial year ending.March 31, 1910, was presented to Parliament yesterday. In the items under tho heading Department of Finance is one: Compassionate allowance to "Mrs. Helen M'Lntyro, in consideration of her late husband's services as a civil servant. Tho expenses of tho commission of inquiry in connection with the Land- and Income Tax Department are given at, £35 12a., made up as follows: —Secretary's salary, £15 155.; messenger, £2; reporting, £12 125.; and typing, £5 ss. Under the ; heading Justice Department it is stated that the allowance to Mr. "W. Dinnie, late Commissioner of Police, equal to six months' salary in lieu of notice on retirement, amounted to £312 10s.
In this section of tho return the expenses incurred in recovering and burying bodies of persons drowned in tlic wreck of the s.s. Penguin was £21(1 12s. 6cl.
Under the heading Mines Department it is stated that a reward of £500 was paid to David Ross, William Meates, James Martin, and Ernest Bannon fcr tho discovery of tho Blackwator goldfield in Inangahua County.
The items in connection with the Department of Internal Affairs include ono to tho effect that tho expenses in regard to the publication of the Bibliography of the Literature of New Zealand amounted to £375.
There is another item to the effect that the allowance U, Mr. J. k.-AVai-burton, late Controller and 'AuditorGeneral, in lieu of six months' leavo on retirement, was £500.
Tho cost of entertaining visitors to the Dominion and of official functions is stated at £239 16s.'lOd. •
The Public Works Department incurred expenses amounting to £79 lis. od. in connection with tlie docvriaiiig of hall, otc, in connection with tho functions held by his Excellency the Governor.
It is interesting to note that the expenses in connection with tho visit of Field-Marshal Lord Kitchener, pay of volunteers, provisions and travelling expenses, totalled £7961 2s. 6d. Among the items for services in excess of votes is one: High Commissioner's office £1.512, and another: Government steamers £1176 7s. 3d.
From tho Local Bodies Account it appears that an"advance was mado to tho Grcymouth Harbour Board of £3300 pending the flotation of a loan. Other items nfider tho heading "For services in excess of votes" include one: Department of Immigration, £7002 8s lOd.
It is further stated in the return that tlio wages and incidental expenses connected with tho construction of roads in the Waimarama block wcro £700 7s. Prom another portion of the return it appears that tho remuneration of Mr. Poynton, Secretary to tho Treasury, in his capacity as superintendent to the New Zealand State Guaranteed Advances Office is £200 per annum. The total amount of unauthorised expenditure chargeable to tho Consolidated Fund was £41,724 19s. 7d., to tlio Public Works Fund, £11,638 18s. Sel., and to the Loans to Local Bodies Account £200 7s.
