Mr. Fielding (Canadian Minister rf Finance) remarked that if at any time the people of the Motherland desired a preferential arrangement with (Lo colonies, Canada's right to enter such en arrangement would bo unimpaired by any existing commercial arrangement. Considerable excitement, has been caused in Canada by Admiral Sir Archibald Douglas (formerly Commander-in-Chief of North American and West Indian stations) being credited with tho statement that Canada discriminates against British immigrants and encourages Americans. Also that Canada's aspirations in Cunx.H are spreading in tho direction of anarisi-.-tion by the United States. Sir Archib-ild Douglas disclaims the statement.
