Tho- "Daily Mail's" Johannesburg correspondent reports that a Royal Commission on mining regulations has drafted recommendations for the Government. The commission suggests that .only whites should in future receive blasting certificates and bo allowed •to take charge of . boilers, engines, aiid machinery ; also that sufferers from lung troubles, should not be permitted to work underground.
