Sir Arthur Nicolson, Ambassador at St, Petersburg, has been gazetted Permanent Under-Secretary at the Foreign Office, in succession to Sir Charles Haxdiuge, who was recently appointed Viceroy of India. [Sir Arthur Nicolson entered the Foreign Office in 1870. Tho earlier part of his career was passed in minor diplomatic posts at Berlin, Peking, Constantinople, Athens, Teheran, and Budapest. He was Minister in Morocco from 1595 to 190-1, and was then appointed Ambassador at Madrid, holding that post till his removal to St. Petersburg in 1906. Masterman (Under-Sec-retary to the Home Office) introduced in the House of Commons a Mines Accidents Bill, providing that roscne apparatus and the training of rescue parties at mines shall be compulsory.
