The "New York Herald" on May 12 published the following telegram from Peking:—"All the Russian Consuls in Korea are proceeding to Seoul to hold a conference relative to the impending annexation of Korea by Japan. It is understood that the conference is the result of a demand from St. Petersburg for ft miuuto report on the conditions prevailing throughout the country, the general situation, and especially the possibility of a renewed rising following tho carrying out of the annexation."—Router.
