The crisis was duo to a scandal arising from Suciano de Castro's presidentship of a semi-official financinl establishment, the Credits Predial, wherein it has been discovered that n large deficit was covered by falsified accounts. Criminal proceedings havo been started against de Castro, who long controlled an overwhelming majority in tho Chamber.
