Houlder Brothers from importing freo labourers to replace tho Newport strikers. Mr. Alfred Lyttelton (Unionist) remarked that tho Opposition did not impeach the Home Office .for the course Yt> YiaOi 'in's.en, Wi* AcsVrcd to -affirm the temporary risk of a riot would not constitute an excuse for making a permanent change in tho law. [A recent cable message stated that Messrs. Houlder Brothers and Co., Ltd., tho well-known steamship owners, ' recently wrote to the Prime Minister, protesting against the aotion of the Board, of Trade in (1) Forcing them to submit to arbitration their claim to pay dockers at Newport by the day instead of by piecework; and (2) declining to protect imported free labourers when the dockers repudiated the umpire's award in 'Messrs. Houlder Bros.' favour. Mr. Asquitli merely acknowledged the letter.'j
