NOTES ON EDUCATION

TEACHERS' SUPERANNUATION, (By "Sockates.") Teachers interested in rrucstions of superannuation will appreciate •the action of -the Executive Committee' of the Now. Zealand Educational Institute in ite ell'orts to secure, (hiring the earning session, legislation providing:— "(1) To those pensioners, present and prospective, under tho first Teachers' Superannuation Act, the same consideration for service prior to January 1, 190G, as is provided for similar service under the second Teachers' Superannuation Act; "(2) The computation of pensions under both Teachers' Superannuation Acts on the same basis as th:vt employed in the compulation of pensions under the Public Service Superannuation Act; and "(3) Admission (under condition to be imposed bv till- Teachers' Superannuation Board) to cither i'und, of fliosa • teachers who failed to elect to become members •on January 1, 1906." In connection therewith, the following memorandum received by the Executive Committee from the Education Departwent affords some information, as to the conditions upon which the Minister for Education will be prepared to recommend tile Teachers' Superannuation Board to eileml the- provisions of Section 12 of tho Public Service Classification and Superannuation Amendment Act, ISOS, as / amended in 190!):— A.—ln the ease of a male contributor whose age i£ not less than GO years, or of a. female contributor whose age is not less than 50 years: (1) That the contributor "lias a length' of service, as defined by the Aot, of not leys than 30 years, and such length of ether similar service in some part or purts of the British Empire as would make his total service so reckoned not ltss than iO jears (in the case of a female contributor 25 and 30 years respectively). (3) That in tho opinion of an approved medical officer the contributor having a length of service, as defined by the Act, of not less than 20 years is in such a physical or mental condition that he cannot perforin tho duties of his position without the risk of a serious injury to his health, although he may not then be medically unfit for further duty; ■ within/the meaning of the Act. (4) That the contributor having a length' of service, as defined by tho Act, of not . . less than 30 years (in. the. case of a female contributor 23 years), compulsorily retires from the education service for any recson other than misconduct. (b). In tlie case of a male contributor whose age is less than CO years, but not less than 55 years, and whose service is not less than 30 years; or, in the case of any contributor whose service is not less than 35 years:— (1) That tho contributor has such.' length of other similar service in some ". part or parts of the British Empire as would make his total services so reckoned not less than 40 years. (2) That in the opinion of an approved medical officer and of an inspector of schools or other person named by the Minister, the -contributor shows such a diminution of physical or mental power as is likely to unfit him permanently for the efficient performance of the duties of his position or of a similar position although he may not then be medi- ; cally unfit for further duty within the. meaning of the Act. ' (3) That «in-the opinion of an approved medical officer the contributor is in such a' physical or mental condition that ho cannot perform the duties of his position, without the risk of a serious injury to his health, although he may not then bo medically unfit for further duty within the meaning of the Act. There may be other reasons, more or less similar to those named above (paragraphs A and B), which the Minister may consider afford sufficient grounds for favourable consideration. . On receipt of an application for retiring allowance before reaching the age of 65 years (in the case of female contributor 55 years) supported by documentary evidence bearing on any of the conditions slated above or on any other special condition each case will receive careful consideration. Then follows an actuarial analysis, with' simple illustrations, of the proviso to Section 12 of tho Public Service Classification and Superannuation Act Amend--ment Act, 1908, as amended, 1909, showing the amount per cent, of one year's allowance to be deducted for earlv retirement at tho ego and with the years of servico completed:—

The amount may be paid in one sum' at retirement, or in ecjual monthly instalments extending over a period not exceeding fire years; or a deduction may be made from eacli instalment of the retiring allowance, so long as it is payable or MGth of the amount shown in tho above table. Note.—The following examples indicate the manner in which tho above tablo would be used:— (a) A male contributor with 30 years' service, retiring at the ago of G2, and receiving at the time of retirement a salary of j>4oo a year, would, under bi'chon 12, ba entitled to a retiring allowance of £-M a year. The payments to bo required of him under tho' terms of tho proviso would bo one payment to the amount of 70 per cent, of one year's allowance, that is, one payment of or a deduction during the whole period tor winch the retiring allowance w a3 pnyablo of £S 15s. per annum, that is one-sixteenth of ,CIJO. (b) A male contributor receiving at the time of retirement a salary of J3OO :i_ year, retiring at the age of 59 with 3o years of service, would be entitled under Section 12 to a yearly allowance ot j!l7a, the payment required under the proviso would, according to the table be one sum of J)S7 10s., i.e., 50 per cent, of one year's allowance, or a deduction of ,£5 Bs. sd. per annum so long as the allowance was payable.
