WAINUI' MAINS.

TO BE DUPLICATED. OTHER NECESSARY WORKS. LOAN 0F,,£100.000 APPROVED. The City Council agreed last night to raiso a loan of ,£IOO,OOO for duplication of the AVainui main and other works in connection with the city's water supply. The following report was presented by the city engineer (Mr. W. H, Morton):— "On carefully examining the amount of work to be done in connection with the completion of the "Wainui-o-mata dam, New Hutt. pipe bridge, and the supply of water to the high levels of Kosencath and Melrose, and also bearing in nlind the extensiou of the reticulation into streets not yet closely built upon, I have to recommend for the favourable consideration of his Worship the Mayor and councillors the advisability of seeking authority from the ratepayers, when the question of providing for the duplication of the Waiuui main is before them, for power to expend up to, say, <£10,000 or .£12,000 as the work is required, for extension of the reticulation into such' parts of the city as are not already reticulated. "In connection with the .£190,000 loan for water supply, many works have been carried out and extensions of the reticulation made, which were not thought of when the loan was proposed, for the reason that many streets now reticulated had no houses erected therein. The very rapid extension of the outlying districts,, however, requires that some provision should be made, and I therefore make the above recommendation. The completion of the AVainui dam, Hutt Bridge, and lloseneath and Melrose extensions will cost approximately .£-10,000, whereas only about ,£31,000 remains to the credit of this loan, I desire to point out that this additional sum, if raised, is immediately reproductive, as the mains are not extended into streets until the buildings are there for connection, and that immediately after • construction of the mains, the rates are paid; consequently, it will be seen that such work is revenue-producing. ''This amount need not be borrowed until actually required. If, however, . same is considered along with the duplication of the Woinni main, the one proposal before the ratepayers should be made for both purposes. The Finance Committee recommended: "That the reports of the city engineer dealing with the duplication ,of the AVainui-o-mata dam, already forwarded to councillors, and the completion of the "VVainui-o-mata dam, Hutt pipe, bridges, and _ lloseneath and Melroso connectioris, submitted herewith, be approved, and that steps be taken to raise a loan of .£IOO,OOO to carry out the above works." The Mayor said he thought that there could bo no stronger endorsement of the duplication scheme than for the council to adopt this recommendation, without comment. The recommendation was adopted without discussion.
