YOUTH OF THE HEIR-APPARENT. CIVIL LIST. By Telecraph—Press Association— Oopyrlunt London, June 14. 11l the House of Commons to-day two Eoyal Messages were read. The first related to the Civil List, regarding which the Chancellor of the Exchequer, Mr. Lloyd-George, has given notice that lie will to-morrow move that the House consider the list and appoint a committee. Tho second Message relates to the creation of a Regency. On Mr. Asqu'ith's motion, an Addrpss-in-Reply was agreed to. It assnies His Majesty that his wishes will be complied with. ["The Times" last month indicated that, besides the urgency of the Civil List, it wns necessary to carry a Regency Bill at once. "The heir to the Throne being two years under age, provision must (remarked "The Times") be made lor the possibility of a minority."]
