CITY COUNCIL.
REPORTS OF COMMITTEES. A bif, programme of business was before the City Council when it met last evening after an interval of four weeks from Hie last meeting. The Mayor (Mr. T. M. Nilford, M.P.), presided over a full ' attendance, with the exception of Councillors G. ShirtclifTo and D. M'Lnren, M.P., to whom leave of absence was granted. FINANCE AND PROPERTY. The Finance and Property Committeb recommended That the application of Mr. C. J. Flitter for a wafer connection from the abattoir supply pipe be not granted, owing to the diminished pressure that would result at. the abattoir. "When a new main \vas brought in from Wainui to the city, a junction could be left, and a main taken along the Ngahauranga Gorge, and water supplied to the whole of the properties in the vicinity. That. the renewed application of Messrs.. C. and A. Odlin for a woodblocked crossing over Jervois Quay be not acceded to. That notices be served on the owners of property at Glenbervie Terrace to properly secure their land for the safety of the public passing along the road. That Mount .Street and Die path or track * through the Town Belt to Kelburn*. at Hie rear of the Victoria College, be repaired at an estimated cost of c£ls, subject to the College Council dedicating this-pathway to the public Jor pedestrian, traffic.
That the offer of Messrs.'Harcourt and Co. to sell an area of land at Brighton Street, Island Bay. be .declined.
That the offer of the Karori fentrai, Ltd., to accept the sum of J;SO for the Kale of 24 perches of land, being part of the Karori catchment ,nrea, oe uecepted. That the sum of £7 10s. be oilered, without prejudice, to Mr. J. J. Bourke, as compensation for the damage caused to his property at Kilbirnie by drainage works. That no liability bo admitted for the damage caused by the overflow of a drain at Penrose Avenue. That tli'3 Catholic Presbytery be offered Sections 7 and 2 as one lot, and Section 7 separately, of the King Street property, as adjoining owners, at. the city valuer's valuation. ' That the shops at Willis Street (late Lyons's and Goodall's premises), be put up for lease by tender separately, in three, jive, seven, i and ten year periods, and also that the offices be put up as one lot, the upset rentals to be fixed by the city valuer. That the Post and Telegraph Department be granted permission to erect a pillar box in Cuba Sheet, on the footpath in front of Mr. Shand's shop, subject to the position being fixed by the city engineer. That five ratepayers be granted loans on the deferred payment system for five years at 6 per cent., in order to carry out drainage work, at their properties, and also that one ratepayer be granted a loan on this system for one year at G per cent. That the extension of the wood-block-ing to the full width of Willis Street, and ths relaying of kerb channel and flagging, and construction of new suinppits, estimated to cest ,£565, be proceeded with, when dealing with the set-ting-back of the leasehold premises recently purchased from Mr. John Duthie, and ths cost charged to street widening account. That the recommendations of the city engineer for the improvement of the condition of the water at the Karori Reservoir bo given effect to, at .an estimated cost of cEUOO. That the recommendation of the city engineer for the construction of a pres- 1 sure-maintaining water tank at Hatai-1 tai, at an estimated cost of «£BS to £90, be agreed to. The report was adopted. j TRAMWAYS AND POWER. ' , The Po.wer. StaJipns.j.and Tramways Committee recommended:— , I That the tender of Messrs. J. Chambers and Son, Ltd., for the screw-cutting ma- j chine and accessories required for tha I lighting department, be accepted. I That bonuses for conductors for the J quarter ended March 8, 1910, amounting to ! c£2l 17s. lid. bo paid.
That a compassionate allowance of £53, payablo in 2G weekly instalments, be granted to tho wife of a tramway conductor who is now lying seriously" ill at the Wellington Hospital. That tlit Ekotnhuna Borough Council's application for the services of Mr. M'Coll, power stations superintendent, to report on the plant and staff at their electric lighting works be not granted. It was stated that the superintendent could not be spared at present. The report was adopted. Tho report of the Abattoirs, Jlilk Sup ply, and Public Health Committee contained the following recommendations That requisitions from the Department of Public Health be given effect to, and notices served on the owners and occupiers of certain properties in Seatoun lioad, Thorndon Quay, Martin Street, Coutts Street, John Street, Rosina Terrace, Adams Street, and Broadway Terrace. The recommendation was adopted. OUTLYING DISTRICTS. It was recommended by the Outlying Districts Committee:— That the application of the residents of Plunket Street, Jvelburne, for a lootpath be not granted, as more important work would have to be included in this year's appropriation. The estimated cost of the work is iMOO. That the Kilbirnie Ratepayers' Association Ire informed that the money required to give effect to their request for Childers Terrace (estimated at «£G00) could not be spared this year. Ilenry Street, the upper part of Duncan Terrace, and Nelson Street were receiving attention, and were being provided for iii this year's estimates. With regard to.the asphalting of Seatoun Road,, the association's request should not be acceded to as the footpaths would require to bo torn up for the lnying of tho sewerage system, and it would be better to allow the footpath to be gravelled as at present. That the cutting down of the roadway at Shannon Street, Island Bay, could not be carried out, but that the city engineer would make some improvements to the street during this year. That the council give authority for the construction of drains at Derwent Street, the cost to be borne by the owners of the property to be served, arid after completion the sewer to be taken over as a public sewer. .. That Jlr. Lys/ of Brooklyn, be offered without prejudice £2 as compensation for the damage to his strawberry beds by drainage, and that the drain be proceeded with. OTHER REPORTS. The By-laws, Fire Brigade and Street Lighting Committee recommended :— That authority be given lo have notices served on the owners of property interested in tho storm-water drain at Cleveland Street, Brooklyn, and that the City Engineer be also authorised to p/oceed with the work after the expiry of the notices, should the same not be complied with, tho cost of the work to be recovered from tho owners of property. That a lamp in Ilay Street be shifted to the opposite corner to improve the ' lighting of" the street. That five lamps bo erected at Rata Road, Hataitai, at a cost of d£2S. That the agreenu.nt with tho Wellington Harbour Board entered into on March 25, 1909, and dotu'mined on December 1, 1909, providing for tho storage of the board's fir? engine and the services of the city brigade at fires on (he wharves and shipping, bo revived, on the following conditions:-"The board to pay, in addition to the .£IOO received for tho housing of thu engine, the actual wages of the fireman, damage to all plant and uniforms of the firemen whilst engaged at fires oil the board's property." The report was adopted. In respect of the requests of Messrs. IToppenstall and Hansen, corpoiation tenants of part of the Mangahao Endowment, for reductions in the rental of their sections, it was agreed, on Councillor Dcvine's motion, thai the rent be d per cent, on (lie valuer's value. With regard to Childers Terrace, the Mayor suggested that, the engineer should consider what could be done for a smaller cost, as the road was dangerous for children, am! a death-tran to motorists.
