T!ie Italian Minister for Foreign Affairs, the Marquis di San Giuliano, is visiting Berlin, and 'is conferring with tho Gorman Chancellor, Dr. von Beth-mann-Hollweg. A German communique states that the Triple Alliance is as lirmly founded as ever. [The visit of the Italian Foreign Minister to Berlin is probably intended to repair tho misfortuno which caused the German Chancellor to arrive in Rome, on his diplomatic mission in March last, just as the Sonnino Government ivas falling, and before the present Luzatti Government was in tho stirrups. The Berlin correspondent of an English paper wrote: "Dr. von Bothmann-Hall-weg's political antagonists are laughing over his arrival in Italy at the time of a Cabinet crisis, and his consequent failure to find any Government with which to confer. Tho 'Deutsche Bote,' a prominent Conservative organ, reflecting views widely held in Germany with regard to 'Italian unreliability,' recommends the 'dissolution' of the present Triple Alliance, and the formation of a new one consisting of Germany, AustriaHungary, and Turkey." The Vienna cablegram published beta indicates that the relations of tho two junior partners in the Triple Alliance are not of the best.] I " AUSTRIA'S'FINANCIAL BURDEN. THE DREADNOUGHTS. (Rec. June 1, 11.40 p.m.) Vienna, June 1. Dr. de Bilinski, Austrian Minister for Finance, speaking in the Reichsrath, announced that the reduction of tho term of military service, by increasing tho number of recruits, would increase the expenditure by JE3,750,000 annually. He added that the building of two Dreadnoughts would cost .£12,000,000, and stated that it would bo disastrous if this new expenditure was not met by increased taxation. It was impossible to continue raising loans for such purposes. Austrian press comments show that the naval programmo is aimed at Italy. [The sum mentioned for Dreadnoughts must include at least four of them. Two have been already laid down, before the passing of the .Parliamentary credits. News from Trieste, dated April 20, Elated that "the new Austro-Hiingarian Dreadnoughts, which are being built on speculation by contractors, will each bo provided with four great armoured towers, each fitted with three 12in. 50-calibre guns, the heaviest type in use."]
