"The Times's" Washington correspondent reports that the prospects of President Taft's Railway Bill have improved owing to the defeat of the most daaigerous of the "insurgent" amendments, and the outlook for the Postal Savings Bank Bill is brighter. [The "insurgents" are the disaffected section of the Republican party.]
