LOWER HUTT BOROUGH COUNCIL.
DRAINAGE WORKS. _The fortnightly meeting of the Lower Hutt Borough Council was held last evening, and was attended by: Mr. W. H. Baldwin. (Deputy-Mayor), and Councillors Macaskill, Barlow, Poarce, Kempthorne,- Hawthorne, Anson, and C'lere. Councillor Hawthorne moved: "That tho minute deciding to carry out tho balance of the drainage works by contract bo rescinded, and that the engineer bo instructed to 'at once proceed with No. 2 section of the eastern drainage by day labour." Councillor Pearce considered that the motion ought not to bo discussed until next meeting, seeing that the absence of the Mayor was only a temporary one. The minute had been placed upon the records while the Mayor was present. Councillor Hawthorne said that he was quite willing to fall in with Councillor. 'Pearce's suggestion, but as Councillor Clerc, who had moved the previous motion, was willing . that it should now bo rescinded, he was prepared to go on with the present proposal. It was urgent that the work should be proceeded with promptly, seeing that tho present contract was going along more slowly than the day work. The section (from Bellevue Gardens to Knight's Road) represented only about ,£1740 worth of. work. Councillor Clere seconded the motion. An amendment was proposed by Councillor Kempthorne, and seconded by Councillor Pearce, that the rescission should apply only to section 2, which work should be proceeded with by day labour. After discussion, the motion was carried. , Permission was granted for the playing of a football match between Knox Church and St. Andrew's Clubs on the Recreation Ground on June 3, provided that the ground is available. The Department of Agriculture wrote again in regard to the necessity for establishing a public abattoir for the borough, and pointing out that the Act, as at present constituted, did not allow the council to delegate its powers to tho Gear Company, and that Section 5 rendered it obligatory that the council should establish an abattoir, or otherwise arrange that the Wellington city abattoir be made available for the purpose of this borough. Councillor Barlow mentioned that one butcher, whom ho knew purchased meat from the Meat Export Company, and therefore tho matter was one which should be placed before the butchers of the borough. The deputyMayor expressed tho opinion that the. council was not in a position to erect borough abattoirs. It was agreed to hold the matter over, and to call the tradesmen together for the purpose of acquainting them with the Government requirements. Tho Hutt Football Club wrote that their financial position was such that they could not accept the council's terms (£7 10s.) for tho use of tho local Recreation Ground for training purposes. The engineer was instructed to forbid the further use of the dressing-sheds and shower-baths by members of tho club. Tho council authorised tho signing of ten debentures of .£IOOO, each to bo hypothecated to the bank in respect of advances to lie made. It was agreed to supply water without chargo to tho new Eastern Hutt School in King's Road. Tho council resolved to lend money to a ratepayer, without, funds, for tho purpose of making a drainage connection.
