TO BE A CONSULTATIVE BODY. COMMITTEE'S REPORT, By Telerraph—Press Association—CopyriElit St. Petersburg, May 20. The Duma committee, to whom was referred the Government's Bill relating to Finland, has approved it. Tho committee suggests that the Finnish Diet be consulted with regard to legislation affecting Finland, and doc lares that the Russian Senate is supreme over the Finnish laws. An Octobrist minority report deprecates tho clauses relating to the press and to public meetings.
