FOOTBALL. RUGBY MATCHES TO-DAY. All tho Rugby games set down for decision last Saturday are to be played this afternoon. . With two Saturdays without any games players are looking forward to a renewal of activity. One or two players who wore forced to stand down on account of minor injuries have not missed any matches after all, and all teams will bo at full strength today, which points to some keen cxeit--111" games. In the Oriental-Petone fixture at tho Athletic Park a good exhibition should be seen, and a close foiHit out contest. Oriental have drawn a recruit to their ranks in Pylo, late Southland representative. Ho was seen for the first time in Wellington in the Banks match on Monday last, and made an excellent impression. THE 1911 TOUR OF N.S.W. TEAM. AUCKLAND FAVOURABLE. Tho secretary of tho New Zealand Football Association (Mr. B. L. Salmon) has received notification that tho Auckland Football Association is in favour of tho proposed tour of New Zealand by a New South Wales team in 1911, and will guarantee tho sum of £175.

ANNUAL MEETING,
Tho annual meeting of tho New Zealand Football Association was hold in the Y.M.C.A. Rooms on Thursday evening. Mr. F. J. Courtney (vicepresident) was in tho chair, and there were also present tho following delegates:—Messrs. J. M. Oilier (Auckland), AV. Munckton (Taranaki), T. Shields (Hawke's Bay), J. J; Roberta, J. B. l'aton (Wellington), G. Hunt, E. C. Hayton (AVanganui), AV. Wood, C. J. Ward (Canterbury), C. R. Martin, W. J. 11. Hoynolds (Otago), H. Waters (Southland), and B. L. Salmon (lion, secretary).
A resolution of sorrow at the death of King ■ Edward was carried, and reference was also raado to tho death of Mr. F. E. Baume, M.P., one of tho vice-presidents of tho association. Tho adoption of the annual report and balance-sheet was carried, on the motion of the chairman, who briefly outlined tho work done during the season, referring to tho results of the Brown Shield games and tho encouragement of boys' football.

The following additions to Rule 5 of the Brown Shiokl rules wero proposed by tho chairman, and seconded by Mr. J. J. Roberts:—
(1.) "Tho council shall have power to rcquiro that the net proceeds of any match, or such part thereof as the council may think lit, shall bo paid to tho council, and retained until after the last match of tho current season lias been played." This was vigorously opposed by tho Wanganui and Canterbury delegates, but was finally carried. (2.) "Out of tho money so retained tho council shall have power to pay or mako good to any association which may have incurred a loss in connection with a match at its own centre during tho samo season, tho whole of such loss or such proportion 1 hereof as the council may think 'fit." Carried. (3.) "For the purpose of calculating the amount of loss on a match under the last preceding rule, an association shall bo entitled to tako into account expenditure on rent of ground, not exceeding £10 for any one match, and on advertising not exceeding £5 for any one match, and no other expenditure." 1 Carried,
(4.) "As soon as practicable after thi) last match of tho season has been played tho council shall refund the balanco (if any) of tho money so retained (remaining after payment of any such losses as aforesaid) to tho associations concerned in the matches, from tbo net proceeds of which it was retained, and so that a proportionate part of tlio amount paid in respect of any loss bo deducted from tho amount retained from each association." Carried.
(5) "Provided that, in tho event of a surplus being realised, the council shall have power to apply any surplus over tho gross expenditure on any match, or any part of such surplus, in any manner it may think fit. The
proposal was discussed by all delegates. Otago and Canterbury delegates attempted to put forward vital alterations, .involving tho present rules, and tho chairman had to decido several points of order. Ultimately, the proposed alteration was roferred to a subcommittee, consisting of tho chairman, Messrs. Jloberts and Oilier, to submit another proposed rule in its place.
(0) "No association,: being tho holder of the Brown Shield, shall bo asked to play more than three challenge matches during the season, unless they agree to play oxtra matches." An alteration was
iroposed by Mr.
Hunt, as follows:—
"No association, being tho holder of tho Brown Shield, shall bo aslccd to play more than four challenge, matches during the season, unless they agrco to play extra matches, and ono of such four matches shall be a mid-week match, if the challenged association so desires." This latter alteration was carried.
(7) "No challenges for the shield shall bo received before May 1 in each season." This was curried in the following form: "No challenges for the shield shall bo received before May 1 in cicli season, but tho council shall carry over a challenge from one season to another. If an association withdraws beforo March 31 in the second season, tho challenge fee shall be forfeited."
(8) "The decision of tho council on all questions arising out of the above preceding rules shail be final and binding upou all tho associations concerned."—Carried.
Two formal alterations to tho bylaws, proposed by Mr. Salmon, were carried.
The Poverty Bay British Football Association applied for affiliation, giving tho following particulars:—Secretary, Mr. A. H. Scropgio; colours, not yet decided; competitions, Saturday competition upon the system of two points for a win, and one for a draw; clubs, (1) Y.M.C.A. Athletic, (2) County, (3) Tanllicru, (i) Hangers. As regards defined area, the association asked if it would be- sufficient to.state "tho whole of tho district now known as Poverty Bay."' Three dubs wero within tho Gisborno boundary, and tho fourth was seven miles outside it. The remainder of the district wns so thinly populated that there- was littlo expectation of forming more clubs. On the motion of Mr. Roberts, tho newlyformed association was granted affiliation, and it was resolved to accept the area as defined, provided it did not interfere with tho area of tho Auckland Football Association.
Letters woro received from New South Wales, Queensland, West Australia, and South Australia Football
Associations, regarding Mr. A. E. Gibbs, acting as tho Australasian reprosontatirc on tho Football Association Council. The- Australian associations agreed that, if Mr. Gibbs were appointed, his services on the council would result in benefit to the sport. Challenges for tho Brown Shield were received from Taranaki, Otago,
Auckland, and Canterbury, in tho order named. They wero referred to tho council to deal with.
Tho Canterbury Football . Association wrote that local "soccer" had been at a low ebb, and tho association had not had a secretary since last season. However, thanks to tho olforts of a few enthusiasts, tho game had been revived, and the association had good prospects. Four ehibs were affiliated. A suggestion wns made, in tho letter, that a North v. South Island match should be arranged. This was referred to tho Management Committeo for consideration. It was agreed that a special meeting should bo held as soon as possible to consider further alterations to rides. Notice of motion was given by Mr. E. C. Haytou (Wanganui), as follows:— "Delete present Brown Shield Rule 7, and substitute, 'Tho associations concerned shall mutually agree upon dates to be arranged for challenge games, but, failing such arrangements, tho N.Z.F.A. Council shall arrange dates, fourteen clear days' notice being given to the challenging association. No match shall b<? played later than September 30.' " It was mentioned that Otago delegates have also received instructions to propose certain, amendments. A vote, of thanks was passed to the Y.M.C.A. for use of rooms. TEAMS FOR TO-DAY. HEAVY-WEIGHT . CHAMPIONSHIP. According to a Christchurch journal, the match between Picton and Herbert for tho heavy-weight championship of Now Zealand was very interesting. It says that Picton, tho holder of tho championship, was over a stone and a half heavier than Herbert, the challenger, but Herbert more than roado up for his lack of weight by his quickness in leading and the soundness of his defence. Ho led constantly throughout tho first thirteen rounds, and scored consistently both in leading and countering, though ho frequently had to resort to clinching to avoid the formidable blows which Picton showered upon him. In the sixth round Picton caught his opponent napping, and had all vno best of a long rally, hut "otherwise, save in tho last two rounds, the points were nil in favour of Herbert. In tho fourteenth round • Herbert was visibly fatigued, nad did little more than,counter and clinch, while in tlio last round ho was almost solely on tho defensive. The judges' decision that the match was a draw seemed to moot with gonoral approbation. Mr. U. Cooko was I rnferee.
