Ho has recommended the Porte to adopt a conciliatory policy with regard to Albania. "NOT UNDULY RUTHLESS." TITERS" PUNISHMENT OF REBELS. London, May 16. The special correspondent of ''The Times" in Albania states that ho visited the scenes of the recent military operations, and that while the punishment inflicted on the rebels' by the Turkish troops was condign, it wns untrue that it had been indiscriminate and unduly ruthless. [According to recent cablegrams, tho London "Daily Chronicle" published under reserve a-statement by an Italian Deputy, Signor Giovanni Micelo (who is correspondent for the newspaper "II Secolo," Milan, in connection with the fighting in Albania), alleging shocking outrages on the part of the Turkish troops. He stated that Shovket . Pasha's troops displayed'against the Albanians all the ferocious bestiality of the old Ottoman regime, that villages were burned, and women and children massacred, and that Albanian mothers, armed with guns, fought in defence of their' children. It ivas subsequently cabled that the Turks admitted that troops' patrolling the disaffected villages had burned the houses of absentees unless proof was furnished regarding the owners' whereabouts, but stated that bloodshed was avoided as far as possible.] POWERS WARN CRETANS. Meetings have been held in various towns in Turkey to protest against the action of the Cretan Assembly in swearing allegiance to the King of the Hellenes. Resolutions were also passed urging Albanians and Turks to cease fighting and join arms against the Greeks. ■■>.:■: CRcc. Several Ulemas (religious teachers) are making similar efforts locally. Both are urging the Cretan difficulty as a reason for the abandonment, of the present strife.
