A hat-pin by-law which has been adopted by tho Chicago local authorities, decrees that "no person whilo in the public streets, or iu any strcot, or elevated car, or public elevator, or other public place, shall, wear any hat-pin, the exposed point whereof shall protrude more than half an inch beyond tho crown of tlio hatpin, upon, or tiirouirh which such Bin is worn.
