A Brooklyn resident who complaine3 that his strawberry beds-were injured by the position of a public drain declared his grievance at the meeting of the Citf Council last night. The Mayor (Mr. Wilford) asked him if he could compute hi» .prospective loss for next season on th» basis of previous losses, and the aggrieved one stated that ,£lO would about cover the damage. The complaint was referred to the Outlying Districts Committee. .
With regard to the complaint that persons who engage the Town Hall for a con-, cert are made to pay again if they, desire to use the hall in the afternoon for a rehearsal, or to test its" acoustic proDerties, the town clerk states that the nail is often let by the afternoon, as.well as by the evening, and to avoid the''suggestion of iinlair differentiation • it is found necessary to make a separata charge in tht circumstances named. The hall might not be otherwise engaged on tho afternoon when the promoter of an tvening concert wished to use it, but, again, it might be, and it is not fonnd practicable to allow free use in one caso and not in another. If people care to hold a rehearsal underneath the hall, or at the back, they aro allowed do so, and no charge is made. As against this view, it is urged that vehen once the hall has been lei for an evening concert it should not be let to (someone elst for the 6ame afternoon, .and that this rule is observed in other town halls all over the world. :
