Mrs. Annie Besant, as president of the Tlieosophical Socioty and of- tlie Central Hindu College, Benares, has issued an-appeal to tlio Government of India and to Europeans in conncction with the present "unrest." She instances a case where an unknown Englishman roared out to an Indian youth, "Get out, you Indian dog," when the latter was entering a railway carriage, in which the former was seated. Slie appeals to her countrymen to desist from such behaviour, and to the Government to protect the natives of India from it. • The 416 British trade unions making returns report 5.7 per cent, of their members unemployed in February, as against 6.8 per cont. in January and 8.4 per cent, in February, 1909. All tho principal industries oxcopt cotton, which is still affected by the high price of raw material, showed an improvement. King Albei-t of Belgium has made'a graiit of £40,000 to bo expended in fighting sleeping sickness on tho Congo. Stations for the study of the disease will bo established, the number of doctors will bo doubled, and missionaries will bo trained in preventive measures. 'Dip King will also, give £20,000 to build hospitals for the Belgian natives. An annual grant of £20,000 will he made to provide' pensions for Belgians who have served six years iu Africa.
