The Commissioners appointed under the Development and Roads Improver ment Funds Act: (one of the Government's policy measures last year) include Lord' Richard Cavendish (Chairman); Sir Francis Hopwood, Permanent Under-Secretary for the Colonies (vicechairman);. and Mr. Sidney Webb (an authority on labour and local government questions). The position of vice-chairman carries with it a salary.
