London, April 26.;* The Australian High Commissioner, Sir George Reid, was' entertained at a, banquet at, Birmingham, at which th« Lord Mayor of the city presided. Referring to the manufacture of •rifles for the Australian cadets and the building of Australian destroyers and a Dreadnought, Sir George said these- were proof that whilst statesmen were busy with professions, of peace, tho great nations were practically in,a state of war. One danger of vast armaments was that in a mad moment the whole of the destinies of th« human race might depend upon tha odious arbitrament of brute force. Australia, he said, might make tremendous . preparations for a .danger wliioh might never come.' He abided that, if once the British Navy, were destroyed, Britain's ' enemies would never allow it to be rebuilt.
