The , Berlin correspondent of the "Standard" foreshadows that' in 1911 Germany will pass legislation fixing the life bf a battleship (the age at which it must be replaced) at 15 years (instead of 20 years, as provided in the Act of 1907); also providing for a large increase in submarines. Saturday before the St; George's Society, gave his opinion on the subject of naval training. In view of the work which lies before Australia in this, direotion, training and discipline, he declared, came before everything. If training and discipline were inadequate, they might spend money by millions without any good result. In a navy a quickly-trained personnel was a terrible danger, and a danger most difficult to discover; as a rule, it was only found out when war had actually commenced. Ho was as much opposed to war as any man," but the navy existed for war, for victory, and for no other purpose. If they. were inefficiently trained, and inadequate in knowledge and discipline, they ran the risk of being swept away. They, must not rely"-on discipline' and training-unless of, the very best. This was removed from the second best by only a slight degree oi efficiency, but. it meant'the difference between victory and defeat. Every admiral of a fleet, on every stationin tho world, must be constantly thinking of war, and nothing else. It was his business.. In building up a navy for the Commonwealth; they should pursue their way steadily and thoroughly, especially in regard to tho training ot the men. He considered men were not thoroughly capable of meeting.all exigencies .till they had spent seven years in constant training.
