. TSE OVER-WEIGHT PENALTY. ' ;■ "(By Telecranh—Press Association.) .• .. ..-.Christchurch, April 20. - At a meeting of the executive of tjlie Farmers' Union to-day, Mr. T. Ronayne, General-.Manager' of New Zealand Rail-, .ways,, wrote in regard to the weight- of'grain, carried in one sack on the railways, stating, that it had been.decided t<j reduce the penalty, rate 1 to' 10s. perton. Tho writer- pointed out that ifthe penalty were reduced any further, there\would bojio inducement for.farmers and'others' to observe the by-law. It was resolved: "That, in the opinion of. the .executive,'the:fine. of. 10s. per ton: is too high, and ss. would be ample deterrent- from filling bags over weight." It was also resolved that'a letter should accompany the resolution to the Minister, pointing out that the farmers were anxious, to observe the by-law and had no desire' to evade, it. Mr. S. Stringleman, District ■ Traffic Manager of Now Zealand- Railways,, wrote, intimating, that the regulation restricting of grain per "sack would not be applied to potatoes for the present.:. The 'etter -was regarded as very -satisfactory. .
