Keplying to a deputation of members of the House of Commons who 1 asked for. the extension of penny postage to France, the Postmaster-General, Mr.'; Herbert Samuel, refused. He based his refusal on the general, finanoial position; also on the fact that extension of penny postage to Franca would necessitate a similar extension W Germany and Belgium. The Minister added that the extension of penny postage to the whole of Europa would.cost the extensions to France and Germany costing JMO.OOO apiece.
