Shevket' Pasha (leader of the Constitutionalist troops who overthrew the exSultan's reactionary forces last year) commands the Turkish troops in Albania, where the tribesmen recently revolted in favour of tho old regime. Shovket Pasha has determined to disarm 40,000 armed Albanians who were hastily preparing to blockade Kishan Pass, to destroy the railway, and to hem in the Turkish troops, Shevket doubts, however, whether the number of troops at present at. his disposal is sufficient fov the purpose of disarming his adversaries.
