The question what are ,the average earnings of a "workman" under the British Workmen's Compensation Act, 1906, is a very difficult one. The Court of Appeal has just held that a girl who earned 7s. a week in a laundry, and also 3s. a week for teaching music, could not claim on the basis.of the latter as well as the former. The decision was based on the absence of "a contract of service" in the case of the music lessons.
In the .case of a bequest of about ,£50,000 to . the Glamorganshire Welsh Union Northern District of Welsh Congregationalists, directed to bo applied to the payment of debts on chapols at tho discretion of the trustees appointed by the will, it was decided that the debts need not necessarily bo those that wero due at the death of tho testator, but might include debts incurred after his death for chapels built both before and after that event. .. Tho loss in opium revenue cxpected in tho Indian Budget for next year is .£872,OUO, and this in conjunction with the necessary provision of .£250,000 for Eastern Bengal Settlement revision has induced the Indian Government to announce its intention to issue a loan of: <£1,000,000 and also to levy fresh taxation. The Indian Government expresses its full agreement with tho findings of the Shanghai Commission on the opium question, and declares its ideal to be the absolute stoppage of opium-smoking.
