After oight clauses had been passed, Mr. Byron, Leader of the Opposition, declared that it was useless to continue the discussion, Und left the Houso with other members of hia party.. The Ministerialists then passed the BilL General Hertzog (Attorney-General, and Director of Education) introduced a modification of the measure with regard to the qualification for principalships and vice-principalships of schools. The amendment provides that instead of it being necessary for those holding the positions named to show proficiency in the English and Dutch languages, it will be sufficient if progress is made in the language wherein tho candidate is not proficient.
