Rioting in Peru and Ecuador having this week threatened to precipitate war between those two South American Republics, King Alfonso of Spain, arbitrator in tho frontior dispute, has enjoined tho'Cabinets at Lima (Peru) and Quito (Ecuador) to adopt a mutually conciliatory attitude.
