LOAN PROPOSAL LOST. (By Tclcßraph.-l'ress Association.) ' Napier, March 23. A poll was hold to-day, in tho Napior harbour rating district, on tho Harbour Board's proposal to borroiv £300.000 for tho completion of tho Breakwater Harbour. 'J'ho voting vas as follows :-For, 1963 votes; against, 148b. As a three-fifths majority was required, tho proposal was thus Tost bv 107 votes. J
