A SOCIALIST AGITATION.
Writing on January 5, the Berlin correspondent of "The; rimes" states:' .< Much as the German 1 Keichstag last spring adopted the Naval Estimates without debate, the "Prussiav Congress" of the Socialist party adopted' yesterday without debate ; its motion in favour of the employment of "all measures" to break down m:tionary opposition ;to Prussian - franchise : reform. The single official speech which was permitted was delivered by Herr Strobel. He said that the party had resolved to employ all measures, which were at its' command, and "to make use of extreme measures if (he situation required it." "• That depended upon the degree of inflammation which wouldbo produced among, the masses by the Socialist agitation and propaganda. Of course, bloodshed and window-breaking were not essentiil parts of street demonstration, _ but into the streets they . would go if circumstances demanded. After the ' resolution had been unanimously adopted the leader of the Socialist . p*rty> Hsrr. Singer, said that he wished- to affirm that it represented the uncontrollable determination of the social democracy in Prussia not merely to take counsel, but also to take action. ■ 'Whether these proceedings signify; anything. more than a', determination to make as much as possible of the impending Session of tne -Prussian Diet, m which it is expected that the Government will promote a highly conservative Franchise Amendment Bill, it is impossible, to say. Some non-Socialist jour-nals-ridicule yesterday's' proceedings. . The Agrarian' "Deutsche Tageszeitung" seems to be the only journal - which desires to take the Socialists at their' word. It says that the authorities mnst be prepared for anything, and that, as . the Socialist leaders . will, no doubt, begin with .firing practice, ,there..innst .be no hesitation in putting a stop to such re-, volutionary exercises. .
