President Taft, addressing a Convention of the Civic Federation of the United States, referred to the recommendation for the issue of Fedoral charters to manufacturing and other corporations engaged in inter-State or foreign commerce. He argued that such a course would afford protection to proper coucerne and eliminate the improper ones. Tho President said that ho might bo a little ahead of his time with respect to this idea, but that ho expected to see it become one of the laws or the future.
