A : Toronto correspondent reports that the "United: States Commissioners who went to Ottawa to negotiate with regard to tariff matters, between the . United States and Canada have returned to Washington./. The correspondent adds: "There is no reason to believe that Canada has' promised tariff concessions, though it is likely there will be tions later with a view to a reciprocal treaty. Meantime, it is expected that President Taft will proclaim that Canada is entitled to the minimum tariff, though that will necessitate straining the Act of Congress."
