(By TelcEraph.—Special. Correspondent.) Waiiganui, March 4. Local rowing men intend to' entertain the-Union crew., at a siuoko concert on their return frorii Hobart' regatta. Tho I3and Contest Committee has ' received from C. Begg. and Co. a silvermounted drum-major's staff, which is to go to the baud winning tho quick step competition. All arrangements for the contest are well in hand.Sir John Batty Tuke arrived at Wanganui yesterday. Ho will' stay here for a few days and then go oil" to Auckland, revisiting Wanganui again on his return south, v Sir John 'says that Wanganui has grown out of all recognition since he was,-here in the early uays, and he was much" struck by tho wonderful evidences-of the progress/of the country during'tho railway journey from Wei-' lington ■ • The.'■ Upper Wangaehu residents who live at tho extreme end of Wanganui county complain that they, are quito without representation' on the County Council, and have petitioned tho latter asking that their district be constituted a separate riding'with a representative of its own. Notice .of motion in that- direction has bocn given for the noxt meeting of the council. In connection with-the Freezing -Com-pany's-lease, Mr. Geo. 'v-Hutchison has given an opinion contrary to that held by Mr. H. D. 13ell, of Wellington, and says tho company's trade fixtures become under the . now lease the property of the Harbour Board, and cannot be removed without breaking the covenants of tli'e lease. Ho also holds the opinion that the board, as trustees for tho ratepayers, has no power to rctransfer tho fixtures to the company exccpt for quate consideration.
