THE CHINESE PHARMACOPOEIA. Wairoa n February 28. A Chinaman named James Shang Ton Sam has been arrested on a charge of falsely describing himself as a doctor. A second charge. is in connection with the death ot a Maori girl at North Clyde in January. He is charged with so neglecting and unskilfully treating her that she died. Tie father and mother of the deceased are charged with aiding and abetting accused. "The premises were well stocked with Chinese medicines and papers. A hook seized showed that ac-. cused did good business in various parts of Kew Zealand. Some, of the medicines have been sent away for analysis. Accused was remanded for eight days. LIQUOR AT RACES. New Plymouth, February 28. Mr. Fitzherbert, S.H., gave , reserved judgment this morning in the case Police J v. Sims, licensee of the Tariki Hotel, for selling liquor at the 'Waitara races -without a license. Sims obtained a conditional license from the Stratford Licensing Committee, but the police held that the committee had no authority to issue I a license, as tbe racecourse was not I within the boundaries of its jurisdiction, though the TariH Hotel is. The Stipendiary Magistrate upheld this view, and fined Sims .£5, with costs. END OF VOLUNTEERING. - Palmerston, February 28. The local volunteer corps celebrated the end of tbe volunteer movement and the birth of/he compulsory system this evening by a smoke concert, at which all corps were well represented, and a.number of veterans were also present. They marched in procession round the town,' and afterwards spent the evening .with toasts and nvusic. . Speeches were made regretting the death of. the old system from a. sentimental standpoint, but otherwise in favour of the new system. ASHBURTON WATERWORKS. Ashburton, February 28. The Ashbnrton Borough Council has accepted tbe following tenders for contracts for tbe projected waterworks-.— Supply pipes, Mason, Struthers and Co., Christchurch, £5893 17s. 2d.; engines and pumps, John Chambers and Son, Dunedin, £2439 10s.; erection of water-tower, Scott Bros., Christehurch, £2380; laying pipes, Russell and Co., Ashburton, ,£1915 6s. Id. The total sum of ■ the tenders amounts to 135.; 3d. ARBITRATION COURT SITTINGS. Dunedin, February 28. The Arbitration Court held a sitting in Dunedin to-day, when a number of parties were added to the carters' award,: and others were exempted. Three compensation oases were disposed of, and the Court also fixed the apportionment of the funds among the members of the families. Mr. Justice Sim will be engaged in Dunedin, eeveral days this week hearing civil business. . DOCTOR MOTORIST FINED. ' Dunedin, February 28. At the Police Court to-day; Dr. Eiley was charged with motoring over a prohibited road in'the Taieri County when proceeding' to -an urgent case. . It was resolved that headquarters should be in Wellington. A motion affirming the ■desirableness'of affiliation to the Australasian Association was passed. Mr. S. CJ. Tev/sley was elected president, and Mr;- Turnbull treasurer. '

Dr. Dβ Lisle, officer in charge of the Hawke's Bay N Scouts, strongly protests against the.charg?s of mismanagement levelled against the Hutt Park camp authorities. He assorts that' there were plentiful food supplies, and that the arrangements were perfect for the boys' comfort. His boys wanted nothing, and appreciated the forethought shown."
