SOUTH WALES MEN CALL GENERAL CONFERENCE.

London, February 28. In connection with the South Wales colliery dispute, negotiations for a settlement have failed, and the men's representatives have decided to call a national conference of the Miners' Federation of Great Britain.
Mr. Heppell on behalf of the owners, said that, whilo refusing to recognise a minimum wage in the. case of miners working in abnormal places, he had of. toed a clause empowering managers to make allowances. This had been rejected because it gave the miners no' : locus standi in courts.
Mr. HeppeU declined to pay for small coal owing to the onerousness of the eight hours limitation.
